Lawmakers Assess Progress in First Half of 2016 Session

The Missouri General Assembly’s Spring Break, which began on March 18, marks the halfway point of the legislative session. The first half of the 2016 session has been dominated by discussions on ethics reform, ‘paycheck protection,’ the filibuster of a controversial resolution in the Senate, and the fiscal year 2017 budget.
Reviews of the first half of this session have been mixed. Senate President Pro Tem Ron Richard (R-Joplin) touted the Senate’s productivity on tort reform and labor reform, while House Minority Floor Leader Jake Hummel (D-St. Louis) said it has been largely a waste of time with few real solutions.
